DESCRIPTION:The City of Minneapolis is conducting a rezoning study to implement the North Loop Small Area Plan\, Downtown East/North Loop Master Plan\, and other land use policies in Downtown. The goal of a rezoning study is to analyze each parcel for FUTURE conformance with the adopted plans and the City’s Comprehensive Plan. In some cases\, this results in recommended zoning changes. \nCome to a community meeting to hear about the recommendations\, including implementation of a new Downtown zoning district. The meeting will be held on Wednesday\, May 4th 5-7pm at North Central University’s Centennial Hall (725 South 10th Street). DESCRIPTION:There will be city-wide meeting on April 16th to determine election procedures for electing neighborhood Representatives for the Neighborhood and Community Engagement Commission (NCEC). Neighborhoods will once again decide on how the election process will be conducted. The Neighborhood and Community Relations Department will be assisting with the election process. \nThis year\, neighborhood districts 1\, 3\, 5 and 7 are up for re-election through the neighborhood election process.  In addition\, 1 Mayoral\, 1 City Council and 1 Park Board position are up for re-appointment through the City’s appointment process. \nThe purpose of the April 16th city-wide meeting is to identify and discuss selection procedures to promote diversity on the commission and to adopt a uniform election process. Procedures determined this year are likely to create the framework for future neighborhood elections. The new design guidelines will include guidance on the following: \n* Archaeological sites and sites of specific cultural/historical significance \n* Existing and new infrastructure; sites of specific engineering and transportation significance \n* Natural features and open space \n* Existing buildings and the construction of new buildings; sites of specific architectural significance \nThe Need \nThe current Design Guidelines for the district were adopted by the Minneapolis Heritage Preservation Commission in 1980. In the three decades since the existing design guidelines were adopted\, the district has seen dramatic change. Access to and interaction with the falls and the river has evolved\, infrastructure has been added\, project plans have been developed and realized\, and the understanding and knowledge of the historic resources in the district have increased. The field of preservation has also evolved from a disciplinary perspective. It is no longer sufficient to simply save and re-use a specific collection of historic buildings or properties. In order to create and sustain economically successful places\, it has become critical to evaluate and carefully consider how entire environments function as a diverse\, but unified cultural landscape. \nThe existing design guidelines for the historic district provide a set of architectural standards for new building construction based on a series of discreet sub-districts. The existing document was not crafted in a time when it was considered necessary to address some of the basic and key features of the district: the falls\, the river\, industrial infrastructure\, archaeology and landscape features. \nThe update to the design guidelines will take a holistic approach toward the many features that make up the essential character of the district – one that balances preservation\, restoration\, and rehabilitation with the opportunity that comes from integrating new infrastructure\, new uses\, higher densities\, new buildings\, and new landscapes. New design guidelines need to address the entire cultural landscape of the St. Anthony Falls Historic District to steward the entire collection of resources into the Twenty-first Century.

SUMMARY:2011 Historic Resources Survey Public Meeting - Downtown
DESCRIPTION:CPED-Planning is conducting a historic resource survey in following neighborhoods: St. Anthony West\, Marcy Holmes\, Como\, Downtown West\, Downtown East\, Sumner Glenwood\, and portions of Bryn Mawr\, Harrison\, Near North\, North Loop\, and Prospect Park neighborhoods to assess the potential for historic properties. This project is called the Central Core Historic Resources Survey. \nThe City was first surveyed for historic resources in the 1970s and many of today’s designated landmarks and historic districts are a result of the original survey.  Since 2001\, CPED has conducted a re-survey of historic resources in Minneapolis that has been funded by grants from the Minnesota Historical Society and matched by City dollars. \nThe City has undertaken the re-survey because the aging of properties\, changing attitudes about which types of historic resources need to be identified\, e.g. historic landscapes\, cultural and ethnic group resources. The survey will help achieve the City’s goal of documenting historic resources throughout the entire city over a ten-year period\, which is scheduled for completion in 2011. \nThe purpose of the survey is to: \n* Identify unknown historic properties; \n* Recommend properties for further study; \n* Make informed decisions about the significance and protection of historic resources; \n* Develop goals and strategies for preservation as well as neighborhood planning. \nThe first public meetings on this project will be held in mid-February.  The purpose of these first meetings is to introduce the survey project and offer an opportunity for the community to provide information and ideas about historic resources within the survey area. \nDue to the distinctly different development patterns between downtown and rest of the project area two separate meeting have been scheduled to allow for more focused discussion. \n* The meeting on the downtown portion of the survey area will be held on: \nMonday February 28\, 2011 from 4:30 – 6:00 pm\, at City Hall\, Room 319; 350 South 5th Street\, Minneapolis
