Yes No Yes No 1) We should respect others and their physical space; eg: don't walk 4 or 4 abreast on a narrow sidewalk then not give way to when another 1 or 2 people approach you and need to walk to the far side to avoid bumping into you. 2) Don't say loud intimidating things to passers by. 3) Don't play loud boom-boxes in cars so that people who live on the 10 or even 17th floor can hear the boom at midnight or later. 4) Don't litter. 5) Be vigilant, if a person looks lost stop to offer help or directions. The skyways are horribly indicated with limited easy to follow directions especially for visitors. 6) Would be great to have building owners (and the city) provide more trees and planters along the sides of buildings; or in the example of Wells Fargo - that large entry across from the new Westin is a wasted space (no plantings, no benches - it's not quite the plaza we'd hoped for.) 7) I'd like more lighting along both the west and east river walks, and more posts with buzzers on them. I don't feel safe walking there. 8) Have more visible police on foot or bikes (even roller blades?)downtown. I recently returned from Italy and was amazed at the numbers of police with visible guns! AND get the police to park their cars at different locals. It seems to me that the place a squad car is parked constantly is in front of the Pantages without an officer. After several months I suspect criminals are aware that this is an unmanned car. 9) While not directly safety related: parking is too expensive downtown so there are fewer shoppers thus fewer foot traffic. Agree - See #1 above.
No No No No Your example is fine¸ but I would also add that you arrest those panhandlers who always seem to be around the same block time after time.  This goes for all the freeway exits around N and S mpls as well. I beleive that you are free to act like yourself. Let the police arrest someone for UNLAWFUL acts.  If I want to tell a dude to "fuck off" whos to say I can't just because I'm downtown?
Yes No Yes No Business in general needs to provide some way to dispose of cig. butts and clean up the garbage in parking lots and on our sidewalks.  Our downtown looks like an ash tray.    The defacement of buildings is getting worse on the Nicollet Mall.  I don't know if litter signs would help¸ but any idea is worth a try. I would be glad to pick up beer bottles and garbage if there were disposal containers.  Maybe we need something like the doggie poo bags/stands. Owners seem to be trained to pick up after their dogs?  We need to discourage panhandlers and intoxication/drug sellers. I do not feel safe walking to and from work because of the aggressive panhandlers and drunks.  I would like to see us have social services offer a resource conf. for the homeless just like St. Paul did recently.  We could also do handouts/posters on not giving money to panhandlers¸ but to social services org. instead.

Having a welcoming attitude would go a long way towards promoting downtown.   It's INANE that people from outside the area are afraid to come downtown. Although I no longer live in Mpls (moved to Pepin¸ 70 miles SE) I have no hesitations about going downtown. Of course I agree with all of your examples. Not blocking the sidewalks¸ keeping the business windows clear of clutter¸ sweeping the sidewalks. And NO SPITTING. That is so gross!  BTW¸ I heard about this on WCCO with Pat Miles. Missed the guy's name¸ but the answer to "why bother doing this" is because grass grows where you water it. In other words¸ if we raise awareness that a certain level of behavior is expected¸ then you will get that expectation met. I woudn't worry so much about the "Don't do this" part as I would about recognizing people for doing a good job. I've heard about other cities that hand out "Thank you" recognitions - biz cards that recognize people for a job well done. Reward and the behavior will continue!

Yes No No No I want crime to be reduced as a priority¸ followed by 1) streets to be cleaned regularly of cigarette butts¸ pidgeon poop¸ and paper--especially of advertisements for nightclubs--I'm really not a prude¸ but they hand them out freely¸ covered with scantily-clad women in the photos.  Guys get them and then toss them¸ so a walk downtown the next morning is a sidewalk peep show. 2) friendly cops visible on the street getting to know people (especially the young kids who hang around in threatening ways) and ready to intervene 3) more green¸ when feasible 4) longer walk lights at 1st and Hennepin. I can still make it at age 61¸ but figure I'll slow down over time! 5) graffiti cleaned up right away unless it is commissioned and signed and part of the arts scene 6)non-chain restaurants 7) Sunday hours for the library 8) downtown events that draw all ages like Mosaic (but with more street food--what happened this year?)  I don't like¸ besides the obvious physical assaults¸ murders¸ etc.: 1) panhandling--no matter what¸ it always feels at the least awkward¸ at the most intimidating 2) people who jaywalk with an attitude on Hennepin¸ daring you to hit them¸ it seems to be defiant and obviously never policed (I know¸ not enough officers¸ with more important things to do¸ but I often see them standing around talking together and parked in front of strip clubs (where they may have a legitimate reason to be¸ I know) 3) gangs of kids/adults who are loud¸ swearing and take up the sidewalk and feel threatening (but mostly aren't¸ I know (see number 2 above) 4) nightclubs in residential areas¸ e.g.¸ Trockadero 5) the sex clubs--wish they were somewhere else¸ but this is a big city¸ so I suppose they might be considered some sort of necessary evil--but keep them away from residential areas.  This is a problem¸ because we downtown residents are a little like the people who move into canyons and then are surprised when the rattlesnakes turn up when the bulldozers are gone. 6) general litter¸ dirty sidewalks¸ urine smells¸ the usual 
Yes No No No I want a Downtown area that is well-maintained¸ safe¸ open and green¸ well-lighted and where residents and visitors can enjoy living and spending time.  I would like to see business and property owners take care of their property¸ keeping sidewalks swept and clean and doing things to enhance appearance¸ such as putting out planters. I particularly dislike having to walk through a cluster of smokers in front of Downtown business and building entrances to get to places of business inside. It seems to me that smokers have little respect for property or visitors or other workers in buildings. They congretage immediately next to entrances and puff up a cloud of noxious smoke and then leave their butts on the sidewalk. Don't they have any pride in themselves or their workplace? I've seen smokers gathered right in front of signs that clearly state "no smoking within 15 feet." Example: St. Peter's Grill. Personally I'd like to see a no smoking ban that extends to the outdoors¸ but I'm sure that's impossible. But perhaps businesses could make their smokers go into the alleys to smoke where they won't block entrances with their filthy habit.  The crowds of youth and beggars that congregate near City Center is disgusting and a negative mark on the city. These groups panhandle pedestrians¸ won't move out of the way when pedestrians try to walk past¸ and are generally obnoxious with their loud talk¸ arguing¸ swearing¸ smoking and spitting. Are there not ordinances against loitering and disgusting behavior in public?  Loud stereos blaring from vehicles are another pet peeve. Particularly when the lyrics are obscene.
Yes No Yes No I live in Elliot Park and work in an office building at Sixth Street and Nicollet Mall.  Going between those two areas¸ I feel safe.  I never go to the Warehouse District and rarely go to the "Entertainment District" on Hennepin.  I'm never out past 10:30¸ so my comments are based on daytime and early evening hours.  Having said that¸ I would like to see more of the following: 1.  Sidewalks repaired (not sure if that is a building owner or a City government issue).  Many sidewalks are in bad shape and are uneven and difficult to walk on for those on crutches¸ using walkers¸ and with foot problems and even bumpier to ride on for those in wheelchairs. 2.  Business windows that are not tinted or covered with huge posters (e.g.¸ Office Depot in City Center¸ LiteSpa at Marquette Avenue and Ninth Street¸ The Melting Pot at Marquette Avenue and Ninth Street¸ etc.).  These windows are unfriendly and ugly to look at.  They do not provide an open¸ inviting¸ comfortable feeling.  When the doors and/or windows are completely covered¸ they do not allow people inside those buildings to look outside and gives those whose motives aren't the best the freedom to know that no one can see them. 3.  I greatly enjoy all of the free concerts and activities that occur during the year¸ especially Tunes at Noon¸ Alive after Five¸ Hot Summer Jazz¸ Day of Music¸ etc.  I hope that those continue for years to come.  They are one of the best aspects of living downtown. 4.  I also enjoy the Farmer's Market¸ the various flower planters on Nicollet Mall¸ and the sidewalk cafes.  These add an openness and friendliness to downtown. Thank you for the opportunity to voice my opinion.    1. Excessive noise: If there are legal prohibitions for noise (loud music¸ backfiring¸ etc.) from vehicles or from pedestrians¸ bicyclists¸ etc.¸ with "boom boxes¸" I would like to see those standards enforced.  If there are not legal prohibitions¸ I would like to see some written and enforced.   I frequently pass people on Nicollet Mall sidewalks who have boom boxes blaring.  Sometimes there is a man in a wheelchair whose boom box is much too loud.  Vehicles that have a bass thumping and sit at stoplights for a minute or two are very annoying and can actually be dangerous for some people with hearing and/or balance issues¸ blind people¸ etc.  This blaring "music" is not conducive to polite¸ friendly¸ and/or business conversations as one walks around downtown.  It is aggressive¸ disrespectful¸ a form of pollution and¸ sometimes¸ a form of assault.  2. Panhandling: I get tired of being approached for money and of also seeing people standing at intersections or sitting on street corners asking for money. I am sure that some of these people are mentally ill and that others are experiencing rough times and need help¸ but they should be encouraged to seek help from the appropriate places.  Is there some way to direct them to the facilities that can help them rather than accepting their behavior as "normal?"  It should not be "normal" for an old man with long gray hair and a beard to sit at the corner of Nicollet Mall and Eighth Street (I think) day after day with a sign and a receptacle.  It should not be "normal" for people to stand with signs requesting money at the intersection of 11th Street and Fourth Street (where people from I-35 South enter into downtown) all day long¸ day after day.  This is a very delicate and tough issue and I do have immense sympathy for the mentally ill¸ especially¸ but downtown would be more enjoyable for the people who live¸ work¸ and visit here if panhandling was not allowed. 3. Loitering/hanging out/boisterousness: Entering into City Center from the Nicollet Mall entrance is frequently like running a gauntlet.  Despite signs that prohibit loitering or waiting for buses or whatever¸ there are ALWAYS groups of people (usually young and black) hanging out around there.  I've often thought that City Center would generate more business if that behavior was prevented.  When the weather is bad¸ they sometimes mingle in the entry between the outside sidewalk doors and the doors directly into City Center.  Whether it's racist or not¸ it's simply a fact that a lot of people are not going to want to walk through a group of loud-talking¸ young¸ black kids to enter into a building.  The two sides of that square block (Nicollet between Sixth and Seventh Streets---and Seventh Street between Nicollet Mall and Hennepin Avenue) are not pedestrian-friendly at all.  Who wants to walk down a sidewalk crowded with rambunctious¸ loud¸ ill-mannered¸ cursing kids and/or young adults? I can see how older people or people from out of town would be intimidated¸ and I know that people from the hotels in that area (Radisson and Marriott) have complained to the City in the past about this section of downtown. 4. Piped music: I hate walking around and hearing different "music" coming from unseen speakers.  The ONLY time that I¸ personally¸ dont mind that type of forced music is during the Christmas season (December only!)¸ but I also realize that people who do not celebrate or believe in Christmas might not like that¸ either.  So¸ to be safe¸ do not allow ANY playing of music.  I'm referring specifically to the music at Block E¸ but I know that there are other places downtown that play outside music--I just can't think of them right now.  Outside¸ piped music is completely unnecessary.  Peoples' tastes differ greatly and what sounds wonderful to person A may drive person B nuts.  5.  Loud cursing: I curse myself¸ so I am not complaining about ALL cursing¸ but of the very loud¸ CONSTANT cursing that is frequently heard from young and/or black people.  They can be hanging out in a group on the sidewalk or walking together¸ but as they talk and relate their story¸ they repeatedly and loudly curse.  I realize that it is hard to "police" such a thing¸ but it would make downtown life more enjoyable¸ less intimidating¸ and more friendly if it could be reduced.

No No Yes No I'm not a smoker¸ but it would be helpful if smoking is not allowed inside¸ that ashtrays could be more numorous on the sidewalks and outside of buildings so smokers have a place to put out their cigarettes.  It'll cut back on the litter.     The bums are a big problem.  They are everywhere and cops/security never seem to care until they hurt someone or someone's property.  They loiter EVERYWHERE and bug everyone for money¸ cigarettes¸ etc.    
Yes No Yes No I would like to work and live somewhere that is clean and inviting to others.  Occasionally there is trash everywhere and it is very unattractive.  Also¸ I think that there is too much loitering that occurs on building doorsteps and alleys.  This is one thing for people that live in residential buildings and go outside to smoke¸ but for an extended period of time being loud and playing loud music in their parked cars is annoying. See previous answer.  I once again think that loitering and being excessively noisy is out of line.  There is nothing wrong with people having a good time¸ but there needs to be rules to discourage this type of activity.  This occurs every weekend on the doorstep of the side of my building which is currently on the market for some type of business to move into the first floor 250 Park Ave. this occurs on the 3rd St side.
Yes No No No The positive behaviors that should resound in our downtown area and neighborhoods are: Respectful conduct of self and others¸ a concern for the wellbeing of self and others¸ along with pride¸ and a willingness to make our surroundings safe and enjoyable. The most discouraging behavior would be that of disregard of personal property and personal safety. 
Yes No Yes No 1. First and foremost¸ I want a clean downtown Mpls. I have lived in Chicago¸ Milwaukee¸ and Boston¸ and I have never experienced the kind of day-to-day litter that I have since moving here 6 years ago. Bus shelters and benches are the worst¸ but this is pretty much on every street downtown. What are property owners not held accountable? I really believe this is a problem everywhere downtown¸ but a prime example is First Ave. Walk down that street any early morning¸ and it is completely filthy. Often it stays that way well past noon. Bar owners should have people out there cleaning right after closing time¸ otherwise they should be fined! And why smokers seem to think butts do not constitute litter I don't know. Anything you can do to encourage people to not litter and keep Mpls clean would be appreciated! I am thoroughly embarrassed on a daily basis about how filthy Mpls is¸ and do not understand why this has not yet been improved. I personally pick up litter as I walk around¸ and I shouldn't have to do this!  2. Please encourage more civil¸ polite behavior¸ where people are considerate of one another.  3. Please encourage people to report criminal or suspicious behavior.   4. Encourage people to get out of their cars! And if they must drive¸ they should be held more accountable for how they drive. Walking around downtown is scarey as so many people run red lights and bomb through intersections¸ and this is a Chicagoan saying this.  5. Please encourage people to be engaged with their community and care about how it appears. Even if people just work downtown¸ they should care about making Mpls a crown jewel of the state.    1. See number one above¸ please come up with a real plan to clean up Mpls.  2. Loud music should be banned. Why aren't police pulling people over who blare their car stereos and giving them citations? I think Block E and other bars/restaurants play their sidewalk music too loud too.  3. Dog owners have to realize that they need to go the extra mile to be good downtown citizens. Picking up after their dogs is an absolute must¸ and dogs must be trained so that they're well behaved and don't bark without real cause¸ otherwise they do not belong downtown. I've seen piles of dog poop in the middle of the sidewalk on a regular basis(Wash Ave and 2nd St N train bridges are good examples).   4. Swearing¸ especially loudly¸ is out of hand. Young males are the most frequent culprits.   5. Spitting is disgusting.  6. Isn't it illegal to ride ones bike on the sidewalk? I have yet to see a police officer cite someone on this. Also¸ I don't think rollerbladers should be on sidewalks.  I know I sound like a crotchety old person¸ but I am mid-30s and just fed up. I appreciate your acting on these matters. If you come up with a list of unacceptable behaviors¸ how about posting them in all bus shelters or come up with some sort of clever marketing? Enforcement by police will be key however.

But¸ I also want a downtown where people do not autmoatically distrust or judge others because they seem different from themselves.

There is this crazy guy with glasses and red hair who i see by the Hawthorne parking ramp behind the Saloon and he'll pull liter out of a bag and then toss it in the road. He sure seems crazy and never seems to have anything to do. He is just funny. but the regular people who feel that they shoudl just toss their gum wrapper on the ground or cigar/blunt wrapper as if it isn't garbage should be fined¸ or something. Loud noise from Vehicles is annoying. People hanging in large groups dealing drugs is annoying too.

I want a Downtown where people do not come up to you and ask for money¸ then get mad when you don't give it to them.  Large groups of loud people¸ pushing and shoving people in their group¸ making you have to walk way around them.  More police present in the downtown area on weekend evenings.  No graffiti or gang symbols (would they write that stuff on their walls at home)¸ then don't write it on our buildings.

Yes Yes Yes No I would like people to take more interest in the asthetics of downtown:  clean/well-kept store fronts and throwing trash away (not on the ground).  I would like people be more hospitable/polite when walking down the sidewalk:  step to the right to allow people to pass on your left¸ help elderly people if they need assistance¸ be patient when getting on the bus or hailing a cab.  I would like downtown to have more information available for visitors such as signs or plaques with interesting facts¸ directional signs pointing out where the theatre/shopping/eatting districts are¸ etc.  These are the things that make visitors feel welcome...and that will make them want to come back again!   I would like there to be less agressive panhandling along downtown streets.  I would like people to refrain from intimidating behavior such as cat calls¸ "suggestive" comments/solicitatins¸ crowding the sidewalks or inappropriate contact.  This makes friends of mine (especially those from out-of-town or the 'burbs very uncomfortable when we go out at night.  (And makes walking back to my apartment uncomfortable/scary as well!)  I would like less noise in my residental neighborhood (Laurel Avenue) after midnight.  There are often people honking their car horns¸ yelling loudly¸ etc.  I would like to see less people littering the streets/sidewalks¸ especially after bar time and on the weekends.

Yes Yes No No I want a pedestrian-friendly downtown. I want people to be comfortable walking from destination to destination. To increase the positive nature of this simple act we need to provide an environment that acknowledges our pedestrians with open businesses¸ smiles¸ and friendly greetings. In exchange¸ pedestrians will take pride and ownership in their community participation and help maintain and clean and friendly space. I am not a fan of loud motorcycles and/or mufflers. They disturb whatever personal experiences I maybe enjoying (like window shopping or dining al fresco.   I also think there is a distinction between loitering and lounging. If residents and business owners greeted passersby and/or engaged people with friendly greetings and conversation¸ those people taking a break in the area will understand that they are sharing the space and will be less likely to take advantage of the opportunity to litter or post graffiti¸ etc.

When sidewalk cafe businesses take up more than half of the sidewalk space¸ I feel crowded out as a pedestrian.  Especially on Thursdays when the farmers market is also there¸ sometimes there is only a narrow lane of space left for the strolling pedestrians.  Why do the restaurants need to be so greedy to take up more than half the available walkway?    Thanks for letting me express this concern.

I agree that Noise is a substantial concern. I live on Washington Avenue¸ and the summer motorcycle season drives me crazy.  Crime is also a concern¸ although it's an ambiguous issue to address.  I think we should discourage people from leaving the neigbhorhood for every little thing¸ which means encouraged the creation of a network of businesses and services to meet residents' needs.

On a recent Thursday evening¸ a friend and I parked and walked three blocks to 112 Eatery and had to meander around nearly 20 loiterers¸ giving us a very uneasy feeling about coming downtown at night anymore. For the record¸ we're a couple of 6'4" bruisers¸ so I can only imagine what someone of lesser stature might feel!

The Minneapolis Downtown community has experienced a growing presence of individuals that have impacted the quality of life in the downtown area. All persons must feel that efforts are being made to create comfortable in an urban environment. It is apparent that some members of the Minneapolis and extended community have a less that acceptable approach to behaviors. Examples such as¸ public intoxication¸ public urination¸ profanity¸ loitering and solicitation directly impact livability and community perception of safety. Minneapolis is a community that lends itself to great cultural events for all age groups. As a parent¸ I would be significantly concerned with bringing my child to the circus at the Target center if I feel that I must navigate through obstacles as mentioned above. I understand that this is a major urban environment that enjoys a diverse population. The question is¸ would it be tolerated in a smaller city? Bloomington¸ Richfield¸ Maple Grove or even St. Paul. I must say it is much more comfortable to bring my family to in downtown St. Paul than it is Minneapolis.   This is most self-evident in areas with a concentration of entertainment such as bars and restaurants and high traffic areas. The E Block areas with the significant investments and build up have the same challenges as in the days of Moby Dick’s. The names and faces have just changed.   Most importantly¸ congregation small and large groups of individuals that are either soliciting or loitering¸ creates a feeling of uncomforting uneasiness for persons that are traveling by foot to a destination or are sightseeing.   Absolutely¸ I again ask¸ would Richfield or Bloomington allow this in a residential community?

I was walking down the street yesterday and a motorbike came roaring out of a parking lot. I could still hear the bike when it was two blocks away. What standards do we have for loud motorbike and car mufflers?  Why is there so much milling about at bus stops and other street corners by people who are obviously not waiting for a bus or a ride? What can be done to stop these people from loitering? They serve no purpose except to intimate and hassle people who have business or live downtown. 
No No Yes No To help keep the community clean and free from grafiti.  Property owners of vacant buildings/spaces should be required to keep the exteriors of those buildings neat and clean.  It would be nice to see some type of regulations such as "no peeling paint" etc. Even though panhandling is not allowed¸ it still happens all of the time.  There is also quite a bit of loitering around the parking ramps and Rapid Park at nights and on the weekends that makes people coming into the city uncomfortable.  I would also like to see some type of limit on strip clubs - they don't give a very family friendly¸ safe impression and right now there are very loose codes.  It can also detract from property values.

There is no beauty in downtown Minneapolis anymore. Driving there late at night you see this beautiful view of the skyline & expect a nice classy area. Then when you get there¸ its loud people¸ drunks¸ just some plain old nasty folks. The classier folks tend to leave early by my view. The loud¸ rude¸ ghetto attitude that flows from many of the younger folks. I want to be able to leave a place & not really have to worry about my safety or my families¸ such as being begged for change. Some of the area has changed a lil for the better as other areas are getting worse. A friend and I at the age of 18 went to a show at the Orpheum¸ we walked to City Center to grab a bite to eat. We were approached several times with offers to get drugs & such. I saw my first hooker 8yrs ago with my family as we were walking to the holly dazzle parade. Now as we leave the Target center we only get begged for change. I guess its a step up in that direction.

No No No No If downtown¸ or any area¸ is kept clean and neat¸ those that tend to make the messes will begin to catch on that the object is to keep the area clean.  Even if for awhile they continue to litter and do other things¸ unmentionable¸ after a relatively short period¸ they too will begin to pitch in and help keep the area nice.  The keeping of downtown clean should be led by a well known businessman and the funding should come from the 2% voluntary fund that so many businesses participate in.  Last¸ but not least¸ there is a need to gain cooperation from the news media toward reporting on POSITIVE aspects of being downtown¸ not just on the negative ones.   Loud noise and congregating of groups on the street corners.  Nothing upsets quiet law abiding citizens than having a perceived threat in their "space."  Any type of "rag tag" type of group just standing around is probably the biggest perceived threat that I can think of.  Not only does there have to be a strong police/authority presence but there has to be enforcement of existing ordinances and new ones enacted as the need arises.

No No No No I would like it if pedestrians wouldn't walk in front of bicyclists using Nicollet Mall during the allowed biking hours. I don't mind when walkers use the cross-walks but just walking in front of bicyclists is a real problem at times. So encourage pedestrians to either use the crosswalks or to not walk in front of people on bikes. I would strongly support discouraging any person from the suburbs from entering downtown so that he/she can get drunk and have an "urban" experience. I also realize the city needs the money so this is a hard argument to make. Could the city maybe limit entry to downtown by zip code? I'm kidding.  That said¸ I live in South Minneapolis (the Whittier neighborhood) and no one I know goes to downtown precisely because it's full of people who drive in from the outer ring suburbs¸ act like idiots¸ and alienate people who actually live near downtown. There isn't a lot the city can do about this but it is a complaint I hear time and time again.

Yes No Yes No Street level "windows on the world": businesses¸ cafes¸ shops¸ especially not chain stores. Multiple businesses per block (in numbers¸ like Grand Avenue St. Paul or Uptown Mpls.). Places are safer when people are looking out on the world (I forgot the name of that research about windows but expect you will know it.) Block-sized trophy architecure that shows off but has no street level¸ human sized businesses. Absence of nature. Downtown on a Sunday near the library¸ down the mall¸ near the Cancer survivor's park is desolate¸ concrete¸ frightening¸ out of scale with people. Even the riverfront-Mill Ruins area is overplanned: cobblestone¸ paving¸ concrete and almost nothing growing. Minneapolis tore down the gateway¸ human scaled structures¸ in the 1950s-1960s and is still paying a price. Now the Guthrie and Library are new monolithic blocks. What downtown needs is no more blocks with trophies like that and more room for people at street level¸ to work¸ to eat¸ to relate to each other. Try doors and windows at street level¸ more than one to a block!

Lately it seems more like a dirty place that people are scared of and where the people are many things other than nice. Downtown should be a place where people are respectful of one another. People should feel comfortable going about daily errands and to and from work. Downtown should be a place where buildings¸ scenery¸ along with people and their actions are beautiful. I want a downtown where I am not being harassed for money everyday. I want people to say nothing if they have nothing good to say. I want downtowners to have manners along with etiquette. I want a place where people come to enjoy themselves not a place where people feel free to loiter around all day long. I want downtown to be a place where thugs and criminals aren't welcome.

No No No No I want people to be friendly¸ to help each other enjoy the day for example with a smile or by holding open a door.  People should be encouraged to look out for eachother.  People should feel a sense of fun activity¸ such as which comes with street musicians and performers.  People should feel safe¸ as comes with a critical mass of people using the streets and keeping an eye on the streets; this is helped by cops walking the beat and businesses with windows on the street.  People should also be encouraged to bike through downtown¸ especially down Nicollet Mall throughout the day.  To make the street more pleasant¸ more bikes and fewer buses would go a long way.  Thanks.  This survey is a great idea.    People should be invested in their downtown and not surrender it. Aggressive panhandling should not be tolerated.  Rudeness should not be tolerated.  People walking four abreast not yielding to a smaller group should not be tolerated.  Littering should not be tolerated.  Cigarette butts should not be thrown to the ground; this is littering!

No No Yes No We should continue to encourange the growth of downtown.  The Twins stadium is a primary example of the kind of research and growth we need downtown.  I moved to Minneapolis from a small town 7 years ago and fell in love with the city immediately.  The energy¸ atmosphere¸ and the people that make up the city are a pleasure to work with.  Minneapolis is a city like no other that I've seen.  I've been to numerous cities and I am proud of mine.   I think we should discourage loitering¸ pan handling¸ encourage curfews for minors; local businesses are supposed to be responsible for the appearance of the outside of their business¸ which means picking up trash¸ cigarette butts¸ etc.  I think a lot of this trash comes from some of the undesireable elements that come into downtown with intentions of not being a valuable part of the downtown clientel.

The homeless and mentally ill should be accommodated better. For the homeless and mentally ill on the streets¸ residents¸ businesses¸ property owners¸ and visitors should devote more of their time¸ money¸ and resources to making sure these unfortunate people are properly housed and fed. A number of business owners must make a better effort to keep their store fronts¸ and front walks clean. There must be more business and commerce in Downtown¸ and people who live and work there must encourage it. Abandoned businesses and empty storefronts must be filled with new business¸ and activity. And¸ for the environment¸ buildings must be made to rely on less energy with more alternative forms of energy¸ and public transportation must be highly stressed.  I want a Downtown where children do not play hooky from school during the day¸ because truancy laws should be enforced. There should not be people using scurilous language out loud in the streets. There should not be people walking out on the streets endangering their lives¸ and disrupting traffic. Curfew should be enforced after hours for minors¸ and children. Downtown streets must not be used as a place to litter¸ or as a toilet. There must not be so much reliance on speaking on cell phones¸ and more encouragement for people to talk to one another. People driving cars on the streets should not drive fast¸ or carelessly. There should be less reliance on cars. And¸ there should not be loud music from vehicles.

No Yes Yes No Downtown should be welcoming tourists¸ those from overseas or visiting from out of state¸ to avoid the current situation where out-of towners come into the Hennepin Center for the Arts asking about places to go and see.  Or at least provide us with information to give them.   We desparately need bathroom facilites for shoppers.  It is horrible to go to a place like Arby's for a quick lunch and find that one cannot even use the rest room to wash one's hands before eating a sandwitch.  And this presents a negative image to visitors.  We have wonderful facilities for the arts¸ but visitors to HCA constantly are asking where they can buy tickets¸ ect.  This information should be available in the hotels¸ or at a tourist kiosk.  A kiosk with information about where to catch the trolley¸ arrange for a carriage ride¸ restaurants (with some indication of price)¸ spots events¸ art shows (like the art crawl) should be easily obtainable and a kiosk would be perfect for both Mpls residents and visitors.  It would also add an element of "Downtown is FUN" to counteract negative impressions. To avoid the sights and smells of public urination we need urinals available for street people¸ something like those available in Europe.  We need to stop panhandling and distribute "spots" for the various street musicians to create a pleasant atmosphere throughout downtown.  I really hate to see gangs of kids roaming the streets and panhandlers. I've almost been hit by cars¸ twice¸ when crossing on a green light.  Someone with an official presence¸ but not necessarily a police officer¸ should be at the corner of 6th and Hennepin¸ to cut down on traffic violators.  We need to get rid of the leaflets handed out by bars which are scattered all over the sidewalks.

Carefree...  not in a "shoot anyone you want" kind of carefree¸ but a communal "We don't want to have to worry about anything but having a good time and if you mess that up for us¸ you don't belong here"  What I had started to write is below...  I want a downtown that's alive with activity.  I spent over 3 years in Boston.  Anytime of day and most of the night¸ there are people walking all over the "downtown" areas (few different sections there¸ Back Bay¸ Fenway¸ North End¸ Faneuil Hall¸ etc) going from one end to the other by either walking or taking the T.  There should be a subway that runs down Hennipen all the way to uptown and then down Kings Highway or something... and then go over the mississippi into St. Anthony (which would bring that Main St. alive because people could get there easily¸ and it's a great place!) and then down University over to Dinkytown and the U¸ all the way to St. Paul and the Xcel Energy Center/Science Museum¸ then down Robert St toward SSP/WSP/IGH.  Now THAT would be a great rail line... Anything that undermines a good time.  Fighting¸ littering¸ constant loud behavior¸ panhandling¸ loitering in one place longer than 30 minutes (block E).

While loud music is annoying¸ the lack of a police presence is the ultimate problem. When an incident occurs¸ there is no one to help. We are part of the problem by not helping our fellow neighbors. Yes No No No I have visited cities where sidewalks and streets are clean and devoid of rubbish.  Take Singapore and Melbourne¸ Australia for example.  In Singapore¸ you won't find any rubbish ¸ even a single cigarette butt on the ground.  There is zero tolerance for littering there.  In Melbourne¸ it seems the city cleaners never rest.  They sweep in the morning¸ during the day and night.  Aussies seemed to also be just as responsible as their Singaporean neighbors.  In both cities¸ I see that they are very proud for what their central business district (CBD) looks like.  And to visitors¸ it's quite impressive.  Positive behaviors for residents¸ business owners¸ property owners and visitors: 1. The CBD reflects who Minnesotans are.  So¸ residents¸ business and property owners need to emphasize our uniqueness from other cities (e.g.¸ our skyways¸ friendliness¸ and most important cleaniness). 2. If you have rubbish¸ throw it into the trash can¸ NOT on the ground.  Gum¸ cigarette butts¸ newspaper¸ anything you don't intend keeping¸ throw in the nearest trash can.   3. Help visitors navigate around the CBD.  Emphasize the landmarks around the CBD (from the new Guthrie center¸ new CBD library¸ Mills City Museum¸ St. Anthony's Falls¸ Nicollet Mall¸ etc.) 4. Be respectful. Discouraging behaviors in the CBD: loitering; loud music from vehicles and littering.  1.  No Loitering (on any streets of the CBD). 2.  No Loud music coming from vehicles. 3.  No Littering.  There are areas of the CBD that I believe need more emphasis than other areas.  It is in these areas that makes Minneapolis's CBD unimpressive and a disappointment.  It doesn't seem to matter if you erect movie theatres¸ a baseball stadium¸ shops and games for kids all in one area.  City planners and business owners have done all they can.  What's the answer?  I don't know.  What about inclusion?  Will it work?  I don't know.  Give it a try¸ it may be the answer.  If not¸ at least you can say you tried.  In my line of work¸ you have to be tolerant and withhold judgment until you have all the facts.

No No No No I want a downtown that is not dirty. One of the most depressing experiences is to walk downtown¸ especially the Nicollet Mall¸ with dirt and grit blowing in the wind along with litter. On certain blocks¸ going toward the library is one area¸ the sidewalk seems to be covered with years of crud. I don't need an obsessive attention to cleanliness¸ but the feeling I get is one of an area having been abandoned because no one felt the need to send a  streetsweeper down the blocks once in a while. So street and sidewalk cleaning is at the top of my list.  I also want a downtown that doesn't have the implicit threat of violence. I think the only way to achieve that is police presence. I used to take the bus from south Minneapolis to my job at Butler Square. often early in the morning. While nothing bad ever happened¸ which I appreciate¸ a vague threat kind of hung in the air. I want a downtown where there is pressure for people not to litter¸ especially the bus stops¸ where people refrain from imposing their music and street talk on me¸ where kids and young adults don't feel they own the blocks that my tax dollars support. (And¸ I think street musicians should be forced to audition before being allowed to play in public¸ but that's just me grinding an ax.)  One of the things about the wider open space created by the design of Hennepin Avenue especially is a feeling of urban emptiness because of the wider street. The perception is that the void is filled by that vague threat I referred to above. Maybe doormen¸ or at least some kind of human presence¸ would alleviate that.  Thanks for undertaking this. Minneapolis has created the current culture by constantly tearing down the old to build the next best thing--Nicollet Ave¸ Conservatory¸ Block E¸ Metrodome¸ Washington Ave. Lofts¸ Library. We should all do a better job of appreciating the past and perhaps that will transfer over to the present. I want less noise and rude behavior. I think much of this is due to passive-aggressive Minnesota residents not being able to control things themselves. Yes No Yes No I want a downtown where business and building owners take responsibility for cleaning the sidewalks and streets in front of their properties.  I further want a downtown where those of us who use and live downtown take some responsibility for helping to stop people from abusing the environment¸ (littering and tagging¸ etc) we should discourage panhandling¸ and groups of youth¸ and others¸ whose intent is to appear menacing to others.  The groups around Block E MUST be discouraged and gotten out of Downtown..  It's difficult to go to a fantastic theater event on Hennepin¸ then come out into that threatening environment.

I used to enjoy working downtown and now there is a such a "who cares?" attitude...it's sad. I shouldn't have to be harassed by multiple homeless persons for money while I wait for a bus or walk down a street - especially near Block E! I should be able to feel safe while I walk the Farmer's Market on Thursdays instead of keeping a tight grip on my purse. I quit coming downtown at night so long ago because of safety issues that I don't even know what behavior goes on that is unacceptable or acceptable. Respectful care of the physical environment would go a long way.   Stores could sponsor garden spots (like on Michigan Avenue in Chicago) as more reason to be downtown evolves. I want to see a traffic pattern that allows for more pededtrian movement on the sidewalks and streets.  Closing off Nicollet Mall to traffic on certain times or days would encourage more people interaction and hopefully a kinder¸ gentler ambiance.  Other great cities capitalize on foot traffic with a mall like ours. With this invitation to walk the streets¸ comes a responsibility to keep the area free of litter and free of intimidating behavior by groups of young people and panhandlers. 
No No Yes No Over the past 10 years¸ more 'riff-raff' has wandered downtown and begun to cause trouble.  During my 20 minute bus ride into work¸ what is increasingly sad is how apparent drug deals are made out in the open.  I see it at nearly every bus stop.  Stopping these would be a step in the right direction. See my second paragraph above.  Drugs being dealt in common areas is horrible. Please have the MPD stop this!!!

No No Yes No I want a downtown that looks good¸ smells not unpleasant¸ and is maneuverable - you should be able to walk down the sidewalk without impediment Spending most of my day in the Nicollet Mall area¸ I would like a curb put on some of the more agressive panhandling - example¸ the guy who sits in front of Target and bangs his cup and chants.  I'd like men to refrain from bathing in their guy-perfumes - I can smell them from a half a block away!  A very important thing is enforcement of the traffic rules on Nicollet Mall - every day I see cars driving on the Mall¸ and bicyles are becoming more frequent.  One does it¸ and everyone else says¸ "Why can't I do it too?"  There are no signs on the Mall saying "authorized vehicles only"¸ and only a handful of poorly placed "no turn" signs - there's no signs at all on some corners¸ such as the corner of 13th and Nicollet!  You can turn right on Nicollet from 13th¸ with nothing telling you that you shouldn't.  How will people know what's acceptable if it's not posted?  Most of the scofflaws don't read the strib.  Mainly¸ I'd like to see the laws that must be obeyed posted¸ and then enforced strictly across the board.  If you have a loud music ordinance¸ enforce it for the white yahoo in the pickup truck blaring KQ as well as the fool in the hot little car blaring rap.

Get rid of the thugs and loiterers that do not contribute to the overall well being of the city.  Downtown could be a great place to go and do things¸ but I will not allow myself or my family to go downtown because of the crime element that feels like they conrol the downtown¸ and to a certain extent is not stopped from behaving the way they do.  Downtown is not a safe place to be¸ and has a long way to go before I will spend any time or money there.

Yes No Yes No Outside cafe's.  The more people outside the less likely somebody will be able to committ crimes.  We simply need MORE PEOPLE out at all times of day.  We need stores/restaurants that have large windows that embrace the street not hide from it. We need to keep the bars open 24 hours a day¸ at least in the warehouse district.  Allow bars/clubs the option to purchase for a high fee¸ a late night license that allows them to sell liquor until 4 or 5AM.  All of this will keep people on the streets later¸ which in turn keeps them safer.  If the whole country of England can do it so can we.  I want a downtown so busy that loud music from a car is barely noticeable.  We need the sights and sounds people have come to expect from a city.  Think of times squre. We need a central type plaza with constant things to watch¸ etc.  In the summer we do much better with all the Jazzfest and others in Peavy plaza but the problem is we spread them out way too much across downtown.

It would be nice to have hot dog and popcorn carts like they do in big cities.  Downtown would be much better if people were restricted from panhandling¸ and the rules were actually enforced. The skyways at lunch time is the worst!  Loitering in big groups should be restricted¸ it's very scary (especially for visitors) to see large groups of teens and young adults who seem to be looking for trouble. Even if the groups aren't causing trouble¸ it is intimidating. People don't want to go downtown because they're afraid.  
No No Yes No Trash is picked up everywhere.  I often see trash on the northern side of downtown near the Library.  The City has become very dirty.   Sidewalks are shoveled.  (This winter the north side of Third Street between Nicollet and Hennepin was not properly shoveled around the bus stop for the entire winter¸ for example.  People had to climb over snowbanks and negotiate ice pack daily for weeks!)  Empty store fronts on the old Powers block should be occupied.  It is a slum area there.  Empty storefronts encourage loitering.  The block has been a problem area for years.  Property owners or the city should take responsibility for this area.  The north end of the Nicollet Mall has been abandoned.   Begging on the streets.  People walking in groups talking incredibly loudly and swearing and sometimes hogging the sidewalks.  Men and boys loitering around City Center in groups.  I used to enjoy walking down the Mall from the Library where I work.  But for the last several years it has been an unpleasant experience¸ until I reach the Dayton's block and more civilized areas.  I am often accosted for "spare change" and I often hear language not appropriate for the public arena.  I see public urination in the bus stops.   We need to clean up this area now that the Light Rail is in operation¸ if we want to encourage people to come to the city¸ go to the Library.  This involves not only changes in behavior¸ but development of that area north of 6th Street up to the River.  So I hold the city partly responsible for allowing the area to become so depressed.

No No No No The people who are in the downtown area for ANY reason should have many accessible waste recepticles to use to discourage littering.  I don't see litter being a big problem now¸ but it will encourage folks to use them.  Business owners should take some responsibility for keeping the sidewalk area in front of their business clear and safe from refuse.  The wonderful flowers during the summer make a person feel like the city cares about its appearance.  I love the cameras.  Alleys should be blocked off with metal gates after a certain time in the evening to discourage shinanigans.  Teen curfew should be strictly enforced.   The loitering¸ hanging out thing¸ that you see people doing can be intimidating when you walk down the sidewalk.  Additionally¸ the slow-walking¸ cocky-swaying¸ people who J-walk or illegally walk against the light¸ need to be reprimanded - they're just asking to be noticed and I just want to hit them with my car!

Littering is an issue along with food being thrown on the ground. The police need to be more aware of people who loiter and hassle other people and those who openly smoke pot. They try to act like their smoking a cigarette¸ but¸ since the smell is so distintive¸ it's easy to identify. Keeping the profanity spoken by people who are "hanging out" downtown under control would be nice. I bring my kids downtown and don't want them hearing that type of language.

Panhandling is a second¸ less serious offense. But again¸ everyone should feel welcome and not harassed.

Too many people make assumptions and then this leads to misunderstandings from both parties involved.  Really no change. When Im walking on Hennepin Ave¸ I see the same amount of white people as any other ethnic nationality who are drunk and walking and yelling and seem to make it to their cars. Excessive noise and loud music does not create negative behaviors. This type of question makes me wonder if this happens¸ then what will Downtown Minneapolis nite life be like? Sometimes the trash bins are so overflowing that debris flys everywhere.  Have more receptacles for cigarettes and trash.  And when did it become acceptable to spit anywhere one wants?  It's a beautiful city but we have become slobs.    The panhandling is painful.  The panhandlers for the most part¸ are harmless. It's a bad energy looking for a home.  Kids will complain about curfews¸ they're kids.  It's really too bad because there are things that they should be able to enjoy downtown¸ like Gameworks and the movies but I would not want my kid hanging out at night in downtown Minneapolis.  There's a bad element which we have allowed to grow and prosper.

Make downtown look better by bringing in different business. Downtown is seedy¸ and no amout of litter cleanup¸ or quieter cars will change that¸ until the business attitde of downtown changes.  I have a problem with the excessive amount of stripclubs in downtown. Do we really need that many in a half-mile radius of each other? Take out a couple of those¸ move them to the suburbs¸ and downtown will automatically get a bit cleaner.  Physically rebuild the 5th and Hennipen corner into something that doesn't look like it is falling apart. I mean¸ come on¸ what is the first thing a visitor from the airport sees after getting off the lightrail...Dreamgirls?!?! Is that the first impression we want them to have? Once downtown starts to decide which businesses go in¸ that will start to clean up the downtown¸ because people will start to respect the place not as a dump¸ but as a good place to meet co-workers¸ friends¸ and relatives. Bring in more theater¸ bring in more green plants¸ make it look better¸ and you won't have to draw up a list of conduct.

No No No No n/a People¸ especially kids¸ can't be allowed to just loiter outside businesses¸ such as those on Block E or take up the entire sidewalk making it impossible for others to pass.  The city needs to add some temporary housing facilities for panhandler-tpe people to help get them back to work or get them out of the city.  The cops needs a larger presense downtown and a zero-tolerance attitude: give people a warning and then just start ticketing them for loitering¸ littering¸ public nuisance¸ etc for those people who loiter¸ litter¸ scream profanities¸ etc.  The streets should not be the place where people are allowed to just "hang out"; people should be forced to hand out in other areas¸ such as some of the area parks if need be.  And anyone seen obviously harassing another should be arrested or fined (i.e. when kids/teens/adults are hanging out downtown continually making comments to those who pass by¸ etc).    If the downtown continues on it's downward spiral¸ I'll just stop visiting Minneapolis for all purposes.  I've already cut back on the bar scene but I'll cut on any shopping trips¸ sporting events¸ etc and just avoid the city altogether.  "Screw Minneapolis" will be my new philosophy.  Mayor Rybak needs to get off his butt and get something done.  I'm glad to see that business owners/residents are exploring ways to do their part to make it a better city with better conditions but they can only do so much.  The city needs to step things up and take a hard-line approach on this.

No No No No I appreciate businesses who respect and care for the physical environment.  As a former resident of Downtown¸ I would like to see drivers honoring pedestrian crosswalks. It is dangerous to cross the street when cars are so focused on vehicle traffic that they aren't respecting pedestrians.

No No No No Take a page out of the book of Manhattan.  The most important thing to a safe¸ vibrant downtown is people.  When there are lots of people¸ people feel safe.  Nothing makes one feel more unsafe in a city than a barren street.  I for one feel safer in cities like New York and Boston because there are always people about.  A safe downtown has also has a visible police force that is there to detour inappropriate behavior but not harass based on race¸ age¸ etc.   Loud music blasting from vehicles produces an environment of non-unity.  Noise restrictions should be enforced.  People moving is an encouraging site¸ whereas people congregating and just "hanging out" on the street is not.  
Yes No No No I want a downtown where people feel free to wander about on  foot¸ window shopping and seeing the sights¸ and where my friends and I can walk to the bars without worrying about our safety in the dark.  I would also want to encourage more people to bike¸ but not on the sidewalk¸ since that is illegal and annoying.  I think we should have more outdoor events¸ too¸ and make downtown more of a destination¸ so that I don't have to drive to uptown to have fun. I would want to discourage people from riding bikes on the sidewalk¸ or the wrong direction in one way streets.  I want people to refrain from drug dealing in the main thoroughfares¸ but I would not want to ban people from simply standing on the sidewalk for a bit.  I want a downtown that is clean and free of litter¸ and where I do not worry about the safety of my parked car.

Also¸ the downtown seems very crowded and noisy and it would be nice if there was somewhere for everyone to be rather than have them hanging out on the street.   I also want parking to be easy to find.  If I could see parking ramp signs from 2 or 3 blocks away¸ it'd be easier to get in a lane to access the ramp rather than having to circle a block or two.  It wouldn't hurt to have affordable parking¸ either.  I remember what this city was like 20 years ago when I moved here. It was a beautiful¸ clean city and the downtown felt welcoming¸ not like a typical big city.  I used the downtown much more often then and I ALWAYS felt safe.  The "feel" of the downtown area now is totally different. Of course¸ it is more congested and more people live here¸ but it wouldn't hurt to try to put that safe and welcoming feeling back into the downtown area.  I a downtown that feels safe enough to stroll through. I rarely go downtown and¸ because of what I experienced on a recent trip¸ I am unlikely to go again anytime soon.    My daughter and I were looking for parking because we were going to a play at the Illusion Theatre.  While we were waiting at a light in our car¸ young people crossing the street and some who were standing on the stree corners¸ were yelling; some were swearing.  A young man crossing the street looked at me and seemed to be challenging me¸ keeping his eyes on mine until I looked away.  We parked in an open lot across the street a block from the theatre and I couldn't believe how many people were loitering across the street.  It seemed there was no purpose to their hanging out and I felt sorry for people who had to try to get around them to move down the block or to get to the train.  When I take the train again¸ I will be sure to not get off at that corner.  I could barely walk fast enough from the parking lot to the theatre; I just wanted to get off that street.  I felt even more hurried when we left the theatre after dark.  There's a "seedy" feel to parts of downtown that really makes being there uncomfortable.  I am a South Minneapolis resident and I love this city¸ but the downtown feels neither welcoming nor does it feel safe to me.  I think Block E was the biggest mistake Minneapolis ever made.  I do support you in your effort to put a community standard of civility and safety in place.  I also want our city's standard of civility to be known¸ not just to Minneapolitans¸ but to all who visit here and who live in this state.

Residents and business operators have a great sense of pride in their businesses¸ neighborhood and state / community and this attitude needs to continue to build to a contagious level in that others will become empowered to take greater responsibility when interacting in the Minneapolis and St. Paul areas. Loitering and unsupervised youth between the ages of 12 to 17 should be strongly discouraged as well as having a curfew enacted between the hours of 9 pm to 5 am prohibiting these boisterous factions from "free roaming" the area causing discomfort to customers / patrons of the Minneapolis and St. Paul business communities. If these actions could take place we would then have the streets filled with individuals / patrons who are there to enjoy in the many business and entertainment activities within the Twin Cities instead of these predator "gangs" of troubles youth that are roaming the area enforcing their egos and discriminate agendas on otherwise law abiding citizens.

No No Yes No I would like to see the same environment that exists in the skyways to be replicated on the sidewalks. Right now we have a two-tier system. Good behavior is enforced on the upper level while riff-raff holds sway over the lower level. Loitering (especially in groups of 3 or more)¸ panhandling (post signs where people should go for organized relief i.e. Catholic Branch)¸ graffiti¸ abuse of public resources i.e. putting feet on benches while sitting on the bench’s back (who would sit down in dress slacks on one of our transit benches)¸ littering (cigarette butts)¸ and excessive profanity.  Riff-raff is not a race¸ lets run it out of town!

Panhandling should be discouraged.  I know the city offers permits for panhandling¸ they should clarify that the downtown area is off limits.  Music in general from cars is fine¸ but outright offensive music with a lot of swearing and illicit topics should be restricted.

I've been gonig downtown for 20 years and I think it is getting worse¸ especially in block E and theater district.  These kids need some type of activity to keep them off the street.  Get them a recreation center¸ or some other place to hang out closer to where they live beacuse I doubt they live down there.  Also there should be less tolerance for drug dealers and other older loiterers and petty thevies.  Do what they did in NYC and have zero tolerance for them.  Unforontetly a few bad people seem to have a bigger effect than 100 of good people going about their business

No No No No The downtown should have some character and there should be more street vendors selling food and such on the street. Right now¸ there are only 2 that I can think of and the downtown doesn't seem to have much character.   There should be some kind of tax break for independent businesses¸ not just all chains at the street level. Downtown currently caters to the Businesses there only. There should be more shopping and entertainment opportunities.  I think the planners should research cities with successful/popular downtown areas and model the twin cities downtown after them. A survey is only one of many ways of researching this¸ and a code of conduct probably won't help anything. I want a Downtown where there is a reason to go there besides work.   Currently it is too hard to park on the weekend or at night and there is no reason to go there instead of Uptown¸ Lynn-lake¸ or Niccollet eat street area or the suburbs. Parking meters should be free on the weekends and after 6:00. I don't want to pay $6 parking to see a movie that costs $9. I even belong to a health club downtown¸ that I don't go to on the weekends because it's too expensive/hard to park. Instead¸ I visit a suburb location because of free parking.  I work downtown and I'll go someplace after work once in a while¸ because I ride the bus during the week to work¸ but when somebody asks to meet downtown on the weekend¸ I usually suggest someplace else. Parking is expensive and it doesn't offer anything unique.

I go to school downtown and personally am not fearful to be there¸ however I do know several people who refuse to go downtown for fear of crime. Littering and panhandling. We have such a beautiful downtown and it gives a somewhat negative impression to visitors with litter blowing around in the streets¸ especially on Nicollet Mall.

No No Yes No Building owners should be responsible for keeping the sidewalks in front of their buildings clean of debris.  It used to be that the one compliment visitors to Mpls would say is the city is so clean.  With the advent of the smoking ban¸ so many sidewalks in front of bars and restaurants have become public ashtrays.  Bars and restaurants aren't the only culprits.  The Nicollet Mall side of the Marshall Fields' store this spring was a disgrace (it's been better lately).  On the other hand¸ some buildings and bars (Brits/Vincent's and Butler Square¸ for example) have someone who hoses down their sidewalk every day.  This should be the norm.  People should feel comfortable walking downtown.  My sister and her husband recently visited from Tokyo.  They were downtown with their daughters and couldn't walk from Zelos (9th & Nicollet) to M & S Grill (6th & Nicollet) at 6:00 on a Friday night without numerous catcalls and uncomfortable comments (the area in front of City Center is typically very bad).  My sister and her husband were here because they are moving back to the Twin Cities and were considering buying a condo/townhome downtown.  But after this experience they started looking in the suburbs.  This is not as much a 'behavior'¸ but since you're asking... remove the buses from  Nicollet Mall from April 1 through October 31st.  A colleague was in town from Las Vegas recently and we had lunch at Zelos.  While she was thrilled to be sitting outside on a glorious summer day¸ we had to stop our conversation every 1-2 minutes because of the noise of the buses.  It's like living near the airport.  I would love to see the Mall become a permanent pedestrian walkway¸ but in lieu of that¸ removing the buses would be a good first step.  And if the buses can't be removed¸ at least replace them with quieter models.  The 16th Street Mall in Denver is fabulous.  Not only are the buses quiet¸ they're also FREE in the downtown zone.
No No No No Sidewalks should be shoveled in winter and swept and litter-free in summer.  Adding ethnic art would be okay¸ as long as it had an American theme to unite¸ not just one or two minorities¸ which causes division. There are a lot of people who congregate downtown¸ it is not fair for people to stereotype a certain crowd that hangs out at a certain place. If people are so concerned about the crowd that hangs out at block E¸ then they should do something about it other than taking an online survey. They can either ignore it¸ or sincerely do something about it.   I enjoy being a resident of downtown Minneapolis¸ I have never been a victim of crime in the Block E area¸ so overall I would just like to discourage stereotypes¸ racism and discrimination.

I also want the police to be present on weekend nights everywhere you go for when things get out of hand¸ and it has not been that way at all lately. I want the streets respected and not littered on¸ and downtown should be a place you can walk withouth being approached for money every 10 feet. No No No No What ?  To ask for Positive Behaviors is embarrasing -- human beings know what positive behavior is.  I live only 10 blocks from downtown and have owned a house there for ten years.  I see the same things in my neighborhood as I do downtown.  We all know who is creating the problem¸ but we're not allowed to say it.  What is the Problem ?  C'mon.  I'm rather hardened from living in this neighborhood for as long as I have¸ but even I get scared being around Block E and the young black men.  The "thugs in training"¸ the "gangster wannabees" -- damn.  Force these kids to attend school.  Teach them how to talk english.  Teach them how to treat women.  Teach them how to work.  Teach them how to be respectful of other human beings.  Maybe their community will finally own up¸ and help out.

I would like a downtown to feel safe.  I hate driving home from Uptown to my home in the North Loop and seeing all of the people loitering around Block E.  As a female¸ I feel unsafe walking through the groups of people as they cat call and say other comments at me.  I truly believe that having no loitering areas would help.  I haven't noticed litter or panhandlers but I'm sure that exists too.  Perhaps more garbage cans would help?
Yes No Yes No Downtown visitors and residents should be encouraged to walk and use transit to get to and around downtown.  All residents¸ businesses¸ property owners¸ and visitors must respect the environment (including no smoking within 25-30 feet of any building entrance- this needs to be enforced!) and the physical environment (fines for littering).  Residents¸ businesses¸ and property owners should also be encouraged to take initiative in reporting problems. We should discourage the use of cars after hours and on weekends.  People should be able to drive nearby¸ park and either walk or take mass transit. One idea might be to give people a free downtown zone bus/LRT pass if they park in one of the lots on the edge of downtown.

No No Yes No I would like to walk downtown (especially on Hennepin) and feel safe as well as not bothered by panhandles or hoodlums.   My bus required me to catch the bus on Hennepin for awhile and I was amazed of the masses of people who were out for trouble and nothing else.   All of the people taking the bus were huddled together because of the scare factor.   This is NOT right.  There really needs to be more police force.     I have been working downtown for over 20 years.   Don't get me wrong¸ I love the diversity¸ the fast pace and I have always thought it to be beautiful - I do however feel more control over some of the people should take place. Get a handle in the panhandlers - there isn't a day that goes by without someone asking me for money.  They all have their special corners....you would think if I noticed this¸ so would the police!

I would like a downtown where a woman can walk to work without being approached by strange men/"hit on".  When I worked as a temporary office worker in downtown I would be harrassed by men a couple of times a week on my way from the bus to the office.  They would make rude and inappropriate comments.  It was very threatening. It is one of the reasons I found employment elsewhere.

Panhandlers and "homeless" need to be dispersed. I can't walk down a street¸ or even come into downtown via the freeway without running into one of them. When I walk to work¸ I actively take routes that avoid them. It is the same people every time¸ and its time we deal with them. I'd rather have that then a new stadium any day.   Also¸ the Block e district is teeming with loud groups of young "urban individuals." What they do is not bad in itself -- gather¸ speak loudly -- but additionally the language and body language is threatening. Again¸ I avoid those areas and take the skyways if I can.
No No Yes No I want a downtown that is clean (no littering) and there are no pan handlers.  I want to feel safe so I would prefer no large group loitering at any time during the day.  Property owners should have some responsibility with the upkeep on the outside and inside of their property.   Businesses should be responsible with the type of billboard advertising that they post in downtown.  We should encourage all visitors and residents to respect the law enforcement in the community. I think we should discourage the following behaviors: excessive loud music¸ foul language¸ drinking¸ large group loitering (and frankly any behavior that would be considered inappropriate if it were done in front of a child.)  Curfews should be strictly adhered to and enforced.
Yes No No No I think that the only positive behavior that should be encouraged downtown is clean streets of litter and make sure to enforce a curfew of underage teens on the weekends. I think we should discourage discrimination towards minority youths and the seperation of different classes of people (rich/ poor) who spend their income in downtown businesses. I think the behavior of having a code of conduct would empose regualtions that would give the police "power" to harass for any given reason.

No No No No Some may disagree with this¸ but I think there should be more kid-friendly places¸ particularly restaraunts¸ downtown.  That way¸ employees who have children who attend daycare in the downtown area could occasionally take them out to lunch or have other outings with them around downtown. Most places¸ either explicitly or implicitly¸ discourage the presence of children. Any activities that hamper the saftey of the area.  This includes merchants/vendors parking in traffic (which disrupts flow of traffic and causes accidents)¸ people being allowed to carry any type of weapon into downtown¸ and any behavior that appears to threaten the saftey of others. 
No No No No ditto the above statement.  I should not have to worry about my personal safety period¸ especially when I walk to my car in the evening.  I should not have to worry about my personal safety at all.  I was walking with a friend and was nearly mugged by a guy at 9 at night on hennepin¸ near solera.  If you sit on nicollet mall near Marshall's you can watch drug dealers¸ with their children. There should be more outdoor cafes.  There should be a grocery store¸ and pedi cabs and more flowers.  There should be rooftop gardens¸ and smokers should be taken OFF of the street¸ away from building entrances.  Sidewalks should be clean everywhere¸ not just in front of the newer buildings¸ and there should be more places to sit and enjoy the summer weather¸ besides peavy plaza.  There should be more signs.  Loitering¸ panhandling¸ busses should be prohibited from nicollet mall¸ cabs should be clean and drivers should be couteous and NOT TALKING ON THE PHONE¸ the cars shouldn't smell and you shouldn't have to request a/c in the summertime.  I work downtown¸ and I do a lot of walking around during the day to run an errand or grab lunch or coffee.  I get hassled by a panhandler at least once a week¸ often times in the SKYWAY where i feel especially threatened.  There are a handful of people that are regulars¸ asking for money with the same story over and over again.  I should see more police officers¸ period. Gameworks should be removed from block E.  Actually¸ block E should be removed from block e. There should be a better (sheltered)way to get from the light rail to the skyway system.  That being said¸ I love to see the musicians on the street.  I enjoy the farmers market.

No No Yes No I think we should encourage visitors and residents to be respectful of eachother while downtown and pick up their own garbage.  If people just but their cigarette butts in the ash trays¸ it would help keep the sidewalks clean.  When people are downtown¸ they need to be responsible for their own actions.  The bar sceen downtown Minneapolis creates a lot of revenue and gives people a place to go and have a good time.  I think the smoking ban was a good start to some of the problems downtown.  Behaviors we should discourage are: congrigating in large groups outside block E (they can go inside)¸ littering¸ excessive cussing...  People who live in suburbia have to abide by rules and laws¸ its not just the downtown community that is cracking down on this.  There should be enforcement against panhandlers.  They make the city look tacky and low class.  Everyone else has to work for thier paycheck¸ why should they get money for free.

I would like to see a downtown that is respected by the people that live and work here - no littering¸ no excessive noise¸ no bikers on the sidewalks¸ people following the traffic signals.  If this were to happen by the people that live and work here¸ the visitors will do the same.

Yes No No No I think everyone in the city needs to support programs/activities for inner city youth to get them into situations where they learn.   The library should be open more. the YM and YW need more support for programs and churches can help too. We also need to support programs that help folks who are homeless¸ have mental health problems etc. The biggest one that is a challenging situation is people coming up and asking for money or "wanting to talk". If you enforced the panhandling law¸ it might help.

I have worked downtown here for at least the last ten years.  This year I don't want to go outside for lunch anymore.  There are way too many people out there begging for money.  I have also seen people who like to intimidate other people by them giving certain looks.  I am extremely annoyed by these two types of people.  Sorry¸ I really don't know what to do about it.  How do you instill manners on people that sometimes I think they do know what manners are¸ but they just refuse to practice them.

Everyone mentioned should treat everyone the same and not assume youth/minorities are hoodlums. I want a downtown where drunk people from the suburbs don't gaybash me and my friends.  I feel less safe walking past Drink and the straight clubs where excessive drinking goes on than I do walking past panhandlers.  That might have something to do with the panhandlers not calling us names or threatening us.
No No Yes No Well for one thing¸ there needs to be more trash cans.  I can walk 6 blocks and never encounter a trash can.  The element of people that loiter on Nicollet Mall¸ stretching from 4th all the way to 12th.  These seemingly homeless men stare and comment at everyone that walks by.  This is intimidating.  It makes me uncomfortable to even walk down Nicollet.  
No No No No I want a downtown where people of all ages and races can hang out together. I'm not scared when I go downtown to go to a show¸ go out¸ or go play volleyball. And somehow encourage a community feel where people are irrationally scared of each other. strength based encouragement for the younger crowd that hangs out¸ as well as the older. I like the bike lanes.  My only real problem are people who are disrespectful for no reason. As I saw on a sign recently¸ rudeness is the weak mans imitation of strength. I would like to see it cleaner¸ but I think thats universal. I dont know how you are going to impose a code of conduct without some group being pigeon-holed or offended. Kudos to you if you figure it out. Include and encourge the kids in the process. Ask the kids that are out there what they think and value their opinion. People are more likely to follow rules they had input on¸ maybe that they even help integrate/enforce.

Maybe there needs to be some sort of taxing district or neighborhood association fee and task force. Amusement parks and malls have uniformed people cleaning up all the times they are open. Many cities and amusement parks have full time people taking care planters and lanscaping.  Downtown Des Moines has beautiful planters that they've changed out twice this year already¸ look at downtown Red Wings hnagin baskets.    I am downtown a lot at night¸ the only block i ever feel uncompfortable about wlaking down is the east side of block E and the block north of that towards the light rail. Loitering seems to be a problem there; I don't believe most of these people that are just hanging out are using any of the businesses around the neighborhood.

They are there every day when I leave my job at Target at 5:00.  Anyone caught loitering¸ being drunk¸ harrassing people should be suspended from being in downtown. Put a stiff penalty¸ i.e. 2 weeks in jail if they return. Have a zero tolerance for bad behavior and give the cops more latitude to profile those who look like they could cause trouble. More than likely the profiling will be right on.

No No Yes No I want a downtown that is safe--both on the sidewalks and in the street.  I want a downtown that is clean.  I want a downtown where people use trash containers for their refuse.  I want a downtown where people are respectful of the rights of others.  I want a downtown where people obey the law.  I want a downtown where people behave in a civil manner.  Copenhagen¸ Denmark is a good model for what a city can be. I do want a downtown where people refrain from excessive noise including loud "music" from cars.  I also want a downtown where I can walk for 10 minutes without being hassled for money.  I want a downtown where I do not feel threatened by groups of loud obnoxious people who just seem to be looking for trouble.  I want a downtown where drivers observe speed limits and do not run red lights.  I want a downtown where I can cross the street without being hurried by cars pushing into the pedestrian crosswalk or nearly runover by cars turning right on red.  I want a downtown where I can drive without confronting jaywalkers every 50 feet.

Yes No No No I think encouraging individuality as long as it doesn't hurt anyone else would be very welcome.    I personally like to see younger kids hanging out downtown (as long as they aren't mischievious).  However¸ enforcing the curfue is the right thing to do.  There is no reason for kids to be out past that other than to get into trouble.    I think handing out flyers or event cards should be banned.  90% of the trash on the sidewalks and in the gutters are because of these.  They hand them to people and people turn around and toss them on the ground.  Very few make it into a garbage can.    I'm really frustrated with all the loitering.  And I'm not talking about high school kids hanging out with friends.  I see a lot of people doing nothing at Block E.  I also see bums in the North Loop.  I've actually walked across the ped bridge adjacent to the 94 West on-ramp and saw a guy taking drugs.  This area needs to be cleaned up.  There are a lot of new residences in the North Loop and I think it would be wise to keep this area cleaned up and safe.   Graffiti is another huge issue.  Graffiti shows people visiting the city that we don't have a handle on our criminals.  It flat out says that drug dealers and gang members are in the area and that its potentially unsafe.  Maybe tougher penalties for people doing graffiti is the answer¸ along with a large scale clean-up.    I'm not too concerned about loud music from vehicles as downtown is supposed to have some hustle and bustle.  If it shakes your fillings loose¸ then it might be offensive¸ however¸ I think we should concern ourselves with making Minneapolis safer rather than worrying if its quieter.  
No No Yes No I want a downtown that encourages a beautiful environmet where people can enjoy the surroundings. I think that our downtown would be improved if we put more emphasis on cleaning it up.  Nicollet and Block E have the potential to be nice but our not as friendly as they could be.  Block off Nicollet to buses¸ create a green area in the middle with trees¸ flowers¸ ponds¸ public art and places to sit and Minneapolis would have a city center that would be beautiful instead of congested and loud with the sounds of traffic.

No No Yes No Just as the example states - I want a Downtown where visitors and residents respect and care for the physical environment.  I want Downtown to be safe for my wife and children to explore.  Right now with all of the murders that have taken place in the City¸ Downtown is the last place I want to go. I would rather spend my time walking around Wayzata or Excelsior¸ or even 50th & France for food and entertainment.  Another concern I have are all the condo projects that are going up.  I continue to hear how Minneapolis has 52 condo projects going on¸ however I haven't heard one word on increasing police¸ expanding the highways in and out of the City¸ etc to accomidate the thousands of new residents that will be moving into the City.   Excessive noise is a big one.  I am tired of hearing people drive by in the car or even walking down the street with their boom boxes blairing nonsense.  I would also like to see more police activity walking the steets.  Look at Philadelphia - it was a dump 10 years ago.  Through community feedback and more police they have been able to clean up the City to make it a beautiful place to live and visit.    I think we should also stop pan handeling.  Daily I am approved by people asking for money.  I pay enough in taxes that go to poorly planned government programs where the last thing I want to do is feed the hand of some person who is looking for more free hand-me-outs.
No No Yes No Explore new ways to attract visitors by using real people to generate interest by having them positioned outside the business to welcome and greet.  Have more police pro-active clearing of the street of pan-handlers and homeless causing eye-sores and a hostile environment.  Make businesses responsible to clean outside their establishments at all times of the day to  keep the garbage under tighter control. Fine them hard for garbage after a few warnings. Bums¸ homeless pan-handling on ths sidewalks and parks located on or near Nicollet Mall. Street musicians playing terrible versions of good songs. Gang activity. Casual cop¸ do their job and be pro-active with professional direction to those who need it.

I want a downtown where people(especially couples) can walk freely from one establishment to another¸ day or night¸ without having to worry about being hassled¸ lipped off to¸ intimidated or threatened by groups of thugs hanging out on street corners/sidewalks for no other reason other than to do just that.  
No No Yes No I think residents and business owners are a very positive impact on downtown.  It's the visitors without an agenda that make downtown less appealing. Noise is an accepted¸ and vital part of the downtown experience.  There is too much loitering¸ begging¸ and harassment.  I travel to a lot of mid-size to large downtown areas¸ and Minneapolis has a disproportionate number of beggers and bums.    
No No No No Downtown Minneapolis is a destination¸ community and a neighborhood that  has long belonged to the entire metro area¸ state and region.  We want it to be clean¸ safe¸ friendly and enjoyable.  Set the expectation that we all belong to this community and that we must all be ambassadors for these values whenever we are in Downtown.   Do we demonstrate¸ as a community¸ that we value our Downtown area as a shared public space by creating amenities that are truly for the public¸ like--outdoor artwork?  Green spaces that are clean and well-kept?  Places to sit and to get refreshment? A sense of specialness and "destination?"  Or do we do these things only for those who can pay?  Can we provide:   warm places in which to wait for the bus?  Access to telephones or other means of securing assistance if needed?  Safe¸ dedicated space for walkers and bicyclists?  Is there sufficient access to water and public restrooms?  Are there kid-friendly places?  Can we partner with schools¸ senior organizations and others to provide historical walking tours for cheap or free that tell the story of the city  (not just the business and buildings story but the cultural¸ ethnic history as well) and by doing so build a sense of shared ownership?     Why not try to build a sense of shared ownership and esteem for the city similar to what the world feels for NYC?   No loitering No littering No harassment of others on the street No loud music no soliciting no lewd behavior (in dress¸ speech or action)

Screaming¸ spitting¸ swearing.  Sadly 90% of the offenders in this category are African American.  I do not know how you can target without beeing accused of racial profiling.  It is clearly an African American cultural issue that is affecting downtowns image.
No No Yes No Recycleing containers on the street corners¸ not just trash.  Better trash pickup service downtown.  NO SMOKING ANYWHERE.  NO LOUD RADIOS/PORTABLE STEREOS ANYWHERE.  Trash containers on the skyways; there are almost none.  City-sanctioned street musicians¸ dancers¸ and other performers PAID to perform (for instance¸ along Nicollet).  Discourage buskers (beginner musicians playing for change).  City-hired STREET THEATER!  In general¸ more support of CULTURE (i.e.¸ the performing arts) and less obsessive support of SPORTS (which is not culture and does not improve the mind in any way).  Already addressed above.
No No No No I want a Downtown where visitors and residents feel comfortable gathering in public spaces such as on benches and chairs.  People should feel comfortable dining in sidewalk cafes without a fear of harassment from other public space users.  I want a Downtown where either the city or business owners create inviting public spaces¸ almost as an extension of their businesses into the public realm (sidewalks). I want a Downtown where large groups of people can gather but recognize and be reminded that it's not okay to harass other Downtown users.
No No No No Downtown Minneapolis needs to be a place where visitors and residents respect private property¸ as well as public property.  Respectful behavior to others in our public space is something I would love to see return to our Downtown. I would like to see our Downtown be a place where small signs of decay are aggressively handled.  Panhandling¸ loitering¸ small property damage¸ and loud vehicle music all help create an enviroment where more profound negative behaviors thrive.  This is called the "Broken Window Theory¸" and it is taught in any intro criminal justice/sociology college course.

No No Yes No Keeping downtown clean and respecting the privacy and rights of others who are downtown. Prohibited behavior should include:  pushing flyers in your face¸  loud noise (singing¸ unauthorized musical instruments¸ preaching and radios)and solicitation of any form.    The panhandlers and street people are getting aggressive and difficult and there are more than ever.  Its unfortunate but the same people are in the same places almost every day and there is hardly a street you can walk down without someone approaching you for money. The same is true in some of the skyways.  The TCF skyway needs a full time guard. As a result of the agressive and unpredictable behavior¸ I now refuse to come into downtown outside of the hours I work here everyday.  My family no longer attends evening or weekend events if they occur in downtown Mpls.
No No Yes No I would like a clean and safe environment where people (and businesses) are aware of each other and respect each other.  Boundaries need to be respected and confrontations minimized. People (and businesses with signs and too many tables in front of their establishments) have poor boundaries today.  People walk on the left rather than staying on the right which causes problems for everyone getting from place to place and makes it easier for criminals like pick pockets because everyone is jostled around.  Also¸ those who smoke or listen to loud music¸ need to be respectful of the common space.  I think the panhandling has gotten out of control.  It's gone from people asking for your help to telling you to give them money.  There is one young woman who hangs out in front of the Target store downtown.  She confronts and lectures people who turn her down.

No No Yes No   Designate smoking areas in downtown.  No Smoking on Nicollet Mall.  I would like a downtown where I can walk around with out breathing other peoples smoke & cigarretts.  I would like a downtown when I can walk around without being asked for money¸ playing music is acceptable for tip money.   I would like a downtown where I don't hear people talking with 5 swear words in a sentence.  Put a curfew in effect for youth¸ similar to the Mall of America. 
No Yes Yes No It is not the responsablity of the visitors and residents to care for the physical enviroment as it is the officals of the city.  Residents can care for there property down here but the safety is the responsabilty of the city officals and police.  This is a dangerous city and I don't care what the surveys tell the officals that Minneapolis is a safe city¸ it is not. I work downtown and get acousted by gang and vagrants everyday when I take a walk.  There are no police any where to clean this up. They are riding aound on those studpid stand scooters that R.J. in his brilance thinks that will help.  He should walk downtwon after 11 p.m and accually see what the city is accually like instead of walking down here with an group af officals at 4 p.m. gangs and vagrants.  I have live in many parts of the Mid-west and also in Phoenix.  I ahve never seen such a dirty and unsafe city as downtown Minneapolis.  I have worked downtown since 1991 and have visited the city before moving up here many times.  The slow degregation of the city is so aparent.  Minneapolis should take some lessons from St. Paul¸ the city is clean and I do not feel threated when I am going to any event in downtown St. Paul.  The city of Minneapolis needs to get over of offending everyone and clean the city up.  The might feel that building downtown condo's will make it look nice but if city officials do not do anything about the crime rate and gangs in downtown¸ the places will sit empty because no one will buy and move into them. The company I work for now has campuses all over the U.S. and I plan to move as soon as I can since the officials are doing absolutly nothing about this since they are more worried about offending the gangs and vagrants then they are about protecting the people that work and live in Minneapolis.
Yes No No No I would like a Downtown like others I have visited.  That means an area free of panhandlers¸ gangbangers¸ and general miscreants.  Business should flourish in a Downtown area¸ not choose to close or relocate like some have recently.
