I don't feel safe walking there. 8) Have more visible police on foot or bikes (even roller blades?)downtown. I recently returned from Italy and was amazed at the numbers of police with visible guns! AND get the police to park their cars at different locals. It seems to me that the place a squad car is parked constantly is in front of the Pantages without an officer. But perhaps businesses could make their smokers go into the alleys to smoke where they won't block entrances with their filthy habit. The crowds of youth and beggars that congregate near City Center is disgusting and a negative mark on the city. These groups panhandle pedestrians¸ won't move out of the way when pedestrians try to walk past¸ and are generally obnoxious with their loud talk¸ arguing¸ swearing¸ smoking and spitting. Are there not ordinances against loitering and disgusting behavior in public? Loud stereos blaring from vehicles are another pet peeve. Particularly when the lyrics are obscene. | ||||||

I never go to the Warehouse District and rarely go to the "Entertainment District" on Hennepin. I'm never out past 10:30¸ so my comments are based on daytime and early evening hours. Having said that¸ I would like to see more of the following: 1. Sidewalks repaired (not sure if that is a building owner or a City government issue). Many sidewalks are in bad shape and are uneven and difficult to walk on for those on crutches¸ using walkers¸ and with foot problems and even bumpier to ride on for those in wheelchairs. 2. Business windows that are not tinted or covered with huge posters (e.g.¸ Office Depot in City Center¸ LiteSpa at Marquette Avenue and Ninth Street¸ The Melting Pot at Marquette Avenue and Ninth Street¸ etc.). These windows are unfriendly and ugly to look at. They do not provide an open¸ inviting¸ comfortable feeling. When the doors and/or windows are completely covered¸ they do not allow people inside those buildings to look outside and gives those whose motives aren't the best the freedom to know that no one can see them. 3. I greatly enjoy all of the free concerts and activities that occur during the year¸ especially Tunes at Noon¸ Alive after Five¸ Hot Summer Jazz¸ Day of Music¸ etc. I hope that those continue for years to come. They are one of the best aspects of living downtown. 4. I also enjoy the Farmer's Market¸ the various flower planters on Nicollet Mall¸ and the sidewalk cafes. These add an openness and friendliness to downtown. Thank you for the opportunity to voice my opinion. | 1. Excessive noise: If there are legal prohibitions for noise (loud music¸ backfiring¸ etc.) from vehicles or from pedestrians¸ bicyclists¸ etc.¸ with "boom boxes¸" I would like to see those standards enforced. If there are not legal prohibitions¸ I would like to see some written and enforced. I frequently pass people on Nicollet Mall sidewalks who have boom boxes blaring. Sometimes there is a man in a wheelchair whose boom box is much too loud. Vehicles that have a bass thumping and sit at stoplights for a minute or two are very annoying and can actually be dangerous for some people with hearing and/or balance issues¸ blind people¸ etc. This blaring "music" is not conducive to polite¸ friendly¸ and/or business conversations as one walks around downtown. It is aggressive¸ disrespectful¸ a form of pollution and¸ sometimes¸ a form of assault. 2. Panhandling: I get tired of being approached for money and of also seeing people standing at intersections or sitting on street corners asking for money. I am sure that some of these people are mentally ill and that others are experiencing rough times and need help¸ but they should be encouraged to seek help from the appropriate places. Is there some way to direct them to the facilities that can help them rather than accepting their behavior as "normal?" It should not be "normal" for an old man with long gray hair and a beard to sit at the corner of Nicollet Mall and Eighth Street (I think) day after day with a sign and a receptacle. It should not be "normal" for people to stand with signs requesting money at the intersection of 11th Street and Fourth Street (where people from I-35 South enter into downtown) all day long¸ day after day. This is a very delicate and tough issue and I do have immense sympathy for the mentally ill¸ especially¸ but downtown would be more enjoyable for the people who live¸ work¸ and visit here if panhandling was not allowed. 3. Loitering/hanging out/boisterousness: Entering into City Center from the Nicollet Mall entrance is frequently like running a gauntlet. Despite signs that prohibit loitering or waiting for buses or whatever¸ there are ALWAYS groups of people (usually young and black) hanging out around there. I've often thought that City Center would generate more business if that behavior was prevented. When the weather is bad¸ they sometimes mingle in the entry between the outside sidewalk doors and the doors directly into City Center. Whether it's racist or not¸ it's simply a fact that a lot of people are not going to want to walk through a group of loud-talking¸ young¸ black kids to enter into a building. The two sides of that square block (Nicollet between Sixth and Seventh Streets---and Seventh Street between Nicollet Mall and Hennepin Avenue) are not pedestrian-friendly at all. Who wants to walk down a sidewalk crowded with rambunctious¸ loud¸ ill-mannered¸ cursing kids and/or young adults? I can see how older people or people from out of town would be intimidated¸ and I know that people from the hotels in that area (Radisson and Marriott) have complained to the City in the past about this section of downtown. 4. Piped music: I hate walking around and hearing different "music" coming from unseen speakers. The ONLY time that I¸ personally¸ dont mind that type of forced music is during the Christmas season (December only!)¸ but I also realize that people who do not celebrate or believe in Christmas might not like that¸ either. So¸ to be safe¸ do not allow ANY playing of music. I'm referring specifically to the music at Block E¸ but I know that there are other places downtown that play outside music--I just can't think of them right now. Outside¸ piped music is completely unnecessary. Peoples' tastes differ greatly and what sounds wonderful to person A may drive person B nuts. 5. Loud cursing: I curse myself¸ so I am not complaining about ALL cursing¸ but of the very loud¸ CONSTANT cursing that is frequently heard from young and/or black people. They can be hanging out in a group on the sidewalk or walking together¸ but as they talk and relate their story¸ they repeatedly and loudly curse. I realize that it is hard to "police" such a thing¸ but it would make downtown life more enjoyable¸ less intimidating¸ and more friendly if it could be reduced. | ||||||

Walking around downtown is scarey as so many people run red lights and bomb through intersections¸ and this is a Chicagoan saying this. 5. Please encourage people to be engaged with their community and care about how it appears. Even if people just work downtown¸ they should care about making Mpls a crown jewel of the state. | 1. The Minneapolis Downtown community has experienced a growing presence of individuals that have impacted the quality of life in the downtown area. All persons must feel that efforts are being made to create comfortable in an urban environment. It is apparent that some members of the Minneapolis and extended community have a less that acceptable approach to behaviors. Examples such as¸ public intoxication¸ public urination¸ profanity¸ loitering and solicitation directly impact livability and community perception of safety. Minneapolis is a community that lends itself to great cultural events for all age groups. As a parent¸ I would be significantly concerned with bringing my child to the circus at the Target center if I feel that I must navigate through obstacles as mentioned above. I understand that this is a major urban environment that enjoys a diverse population. The question is¸ would it be tolerated in a smaller city? Bloomington¸ Richfield¸ Maple Grove or even St. Paul. I must say it is much more comfortable to bring my family to in downtown St. Paul than it is Minneapolis. This is most self-evident in areas with a concentration of entertainment such as bars and restaurants and high traffic areas. The E Block areas with the significant investments and build up have the same challenges as in the days of Moby Dick’s. The names and faces have just changed. Most importantly¸ congregation small and large groups of individuals that are either soliciting or loitering¸ creates a feeling of uncomforting uneasiness for persons that are traveling by foot to a destination or are sightseeing. | Absolutely¸ I again ask¸ would Richfield or Bloomington allow this in a residential community? | ||||||
