The Downtown Minneapolis Residents Association (DMRA) will guide downtown residents, workers, and property owners through the NRP process.
The NRP process is the procedure used to determine the goals and objectives that are the most needed in the community. It consists of two steps. At each of these two steps, NRP money will be available in different amounts.
First Step:
The first step is called the "First Step" process. DMRA will guide downtown residents, workers, and property owners through the First Step process.
The First Step process involves forming a Steering Committee. It is comprised of 13 members and will consist of a diverse group of people. Any downtown resident, worker, or property owner can be a member of the Steering Committee.
Through input from the community, the Steering Committee will compile a list of goals that the downtown people would like to see implemented with the NRP money. After the First Step process has been completed, DMRA and the Steering Committee will receive $661,000 of the $2,033,594. This money will be used to implement the more urgent and short term goals to which were given the highest priority.
Second Step:
The second step of the NRP process is the final step and it is called the "Full Plan." The community will implement the Full-NRP Plan after the "First Step" of the NRP plan has been completed. Again DMRA will guide people through the final Full Plan process.
After the Full Plan has been completed, the downtown area will receive the remainder of the $2,033,594, which is $1,372,594. This will be used to implement the remaining goals and objectives that the community compiled during the First Step process.
